Job Description

Head of OD & Change – Contract Role
£500 per day (Inside IR35) | 3 days a week in-office (South Yorkshire)
 
We are seeking a senior, strategic leader to join a progressive local authority as Head of Organisational Development & Change. You will drive a refreshed OD strategy and lead internal change programmes at a pivotal moment for the council, reporting directly to the Assistant Chief Executive.
 
Role Overview
 
Lead major organisational development and transformation programmes across all directorates.
Provide strategic challenge to senior leaders and elected members.
Shape high-performing, values-led leadership culture across the council.
Manage risks, oversee delivery, and ensure clear programme alignment.
Organisational Development (OD) & Change Context
Team Structure & Objectives
A dedicated OD team of 12 full-time staff.
Supports apprenticeships, graduate schemes, and workforce equalities.
Acts as a key enabler in forming integrated locality teams using behavioural frameworks.
Strategic focus with access to training resources, rather than day-to-day operations.
 
Future Direction
 
Resetting OD strategy with greater emphasis on agile leadership and delivery.
Four recent hires have strengthened capability to deliver transformative change.
Emphasis on programme delivery, stakeholder engagement, and inclusive leadership.
 
Strategic Priorities
 
Workforce development and deeper NHS partnerships.
Strength-based training in communities and better use of physical assets.
Continued collaboration with Leeds City Council on training (Leeds currently leads).
Commitment to Equality, Diversity & Inclusion—especially with underrepresented groups.
Customer experience and service improvement are central focus areas.
 
Candidate Profile
 
Strategic leadership experience in OD and transformational change.
Proven ability to influence at senior levels across complex organisations.
Deep understanding of local government dynamics.
Strong background in cross-sector collaboration, stakeholder management, and programme delivery.
Passion for building inclusive, high-performing cultures.
