HR Consultant – Sheffield

Location: Sheffield, S1.

Salary: £47,181 per annum.

Full-time position available – Monday to Friday – 9:00am to 5:00pm – 37 hours per week.

Another position available – 4 days per week – 9:00am to 5:00pm – 29 hours 36 minutes.

Contract: 1-year fixed term contract.

Sheffield City Council is looking for an experienced HR Consultant to join its HR Service, providing a professional, business-focused HR consultancy service across the organisation. You will partner with managers and services to deliver expert advice on employee relations, organisational change, workforce planning, and HR policy, helping to achieve the Council’s strategic objectives.

This is an excellent opportunity for a senior HR professional with strong employee relations experience, a sound knowledge of employment law, and the ability to influence and support managers in a large, complex organisation.

Key Responsibilities

  • Provide expert HR advice and guidance across a broad range of employee relations matters, including disciplinary, grievance, capability, absence management, restructuring, and consultation processes.
  • Support managers through organisational change initiatives, including workforce change and change management projects.
  • Deliver risk-based HR consultancy services in line with Council policies, procedures, and employment legislation.
  • Develop and review HR policies, procedures, and people management practices in line with best practice and legislative changes.
  • Build effective working relationships with managers, Trade Unions, and key stakeholders to promote positive employee relations.
  • Support employee engagement, equality, diversity and inclusion initiatives, and workforce planning activity.
  • Contribute to HR projects and service improvement programmes across the Council.
  • Mentor colleagues and provide technical HR advice where required.

What We’re Looking For

  • Significant experience in a senior HR Advisory, HR Consultant, or HR Business Partner role.
  • Strong knowledge of UK employment law, employee relations, and HR best practice.
  • Experience supporting managers within a large, complex organisation, ideally within the public sector or local government.
  • Experience of organisational change, consultation, policy development, and workforce planning.
  • Excellent communication, influencing, coaching, and negotiation skills.
  • Ability to interpret workforce data and use business insight to support decision-making.
  • Degree, CIPD qualification, or equivalent HR experience.
