Technical Officer (Level 3) – Flintshire County Council

Location: Alltami Depot, Flintshire

£24.74 ph Umbrella

Contract – ongoing

Flintshire County Council is seeking an experienced Technical Officer (Level 3) to support its Streetscene & Transportation service, providing technical expertise and engineering support across highways, transportation and associated operational services.

Key Responsibilities:

• Support highway maintenance, traffic management and road safety engineering schemes.
• Investigate road traffic collisions, analyse accident data and recommend remedial measures.
• Supervise contract works and ensure compliance with Health & Safety requirements and technical standards.
• Coordinate highway structure inspections and maintain accurate asset records and GIS databases.
• Prepare technical specifications, drawings, tender documentation and project schedules.
• Develop and monitor Traffic Regulation Orders (TROs), road safety schemes and traffic management measures.
• Support quality assurance, environmental management and service performance monitoring.

Essential Requirements:

• Incorporated Engineer status, relevant HND with at least five years’ experience, NVQ Level 5 in a technical discipline, or equivalent demonstrable engineering/technical experience.
• Minimum ILM Level 3.
• Strong knowledge of engineering standards, relevant legislation and Health & Safety requirements.
• Experience in project management, technical inspections and engineering operations.
• Excellent IT, numeracy, organisational and communication skills.
• Commitment to continuing professional development.
