Senior Registrar
Job Description
4Recruitment Services are seeking an experienced Senior Registrar to within the Legal Department for a council based in Northwest London.
Purpose of the role:
- To undertake and be responsible for the effective and accurate registration of births, deaths, stillbirths, marriages and civil partnerships in Harrow’s registration district in accordance with the relevant statutes laid down by Parliament and in compliance with the policies and procedures set out for Harrow council employees.
- To undertake and be responsible for taking and recording notices of marriages and civil partnerships and performing marriage, civil partnerships, naming, renewal of vows, citizenship and other ceremonies that Harrow Council may introduce.
- To undertake and conduct the British Citizenship award ceremonies held at the Harrow Pavilion and external venues.
- To act for the Superintendent Registrar / Registrations Manager, including acting as the public face of the Register Office (and the Council) at ceremonies held at the Harrow Pavilion and at external venues.
- To respond to all enquiries including personal callers, telephone queries, emails, and letters to and from applicants. To book appointments, conduct telephone interviews with applicants, accurately record and retrieve information on manual and electronic database and update and maintain the web site. Issue copies of certificates for matters registered within the Harrow district. To liaise with other district register offices, the General Register Office and coroners.
DUTIES AND RESPONSIBILITIES INCLUDE:
- The delivery of marriage, civil partnership, renewal of vows, Citizenship (both private and public) and naming ceremonies at the Register Office, Harrow Pavilion or external Approved Venues in the London Borough of Harrow.
- To manage unforeseen interruptions to the set work schedule and agreed priorities effectively and efficiently to minimise disruption to the service user and /or venue users. For example, if a marriage or other ceremony is substantially delayed or needs to be relocated this may impinge on a schedule of further ceremonies. E
- To be responsible for the acceptance, recording and safe keeping of payment for the provision of the relevant certificate, notice of marriage or civil partnership and the acceptance of the booking fees (which can be quite large) for ceremonies taking place at external venues. To account for these payments in accordance with the financial directive.
- To undertake all administrative tasks and functions for the service, including booking appointments, filing, conducting telephone interviews and accurately recording and retrieving information on manual and electronic databases. To issue replacement certificates, maintain record keeping systems and assist customers with their enquiries. To complete the Home Office reconciliation spread sheets. Place orders in D365 if appropriate, raise checks or refunds and ensure that any licence renewals (such as OISC) are paid.
- To check authorities and schedules are in order. To assist in the completion of the computer database of all births, deaths, stillbirths, marriages and civil partnerships taking place in the London Borough of Harrow. To ensure the access database for citizenship ceremonies is completed and accurate.
- To accurately register applicants for their British Nationality in compliance with legislation and regulations prior to their ceremony. To conduct private citizenship ceremonies.
- To undertake the registration of births, deaths and stillbirths in compliance with legislation and regulations. Ensuring that the informants are ‘qualified’ to register and that all relevant documents provided are valid.
- To update the handbooks for births, deaths, marriages, civil partnerships, NCS and Citizenships on a rota basis, ensuring that all changes to legislation are updated.
ESSENTIAL REQUIREMENTS INCLUDE:
- Trained, and experienced to perform a range of specific ceremonies for marriages, civil partnerships, renewal of vows, citizenships and naming ceremonies.
- Successful undertaking of ceremonies for marriages, civil partnerships, renewal of vows, citizenships and naming ceremonies.
- Knowledge of legislation for registering births, deaths, marriages and civil partnerships.
- Detailed knowledge of the range of specialist statutory requirements and relevant legislation to undertake ceremonies of marriages, civil partnerships, renewal of vows, citizenships and naming ceremonies
- Detailed knowledge of a range of specialist statutory requirements and relevant legislation to accurately take marriages and civil partnerships.
- A valid driving licence, DVLA check, and proof of business insurance
