Hours: Monday to Friday 9am-5pm
Pay: £250 per day paid weekly via umbrella – inside IR35
Duration: Ongoing Contract – Long Term
Housing Assets and Development are seeking to appoint a Quantity Surveyor/ Project Manager within The Directorate of Housing & Communities to support a busy Service team
The emphasis of this post will be upon Procurement and associated pre-contract works and providing commercial and contractual services to support the wider Housing team including Housing Maintenance
- To manage and provide Quantity Surveying / Project Management services within the housing department to collate and produce tender documentation, oversee payment, cost control and post contract progress / performance management of building works that will primarily include Principal Contractors undertaking large scale capital improvement schemes and single trade and multi –disciplinary contractors procured via a series of framework, fixed price, term and supply contracts all in accordance with accepted professional standards and practice. Union / Trades consultation & engagement on productivity / target setting.
- To manage and deliver contractual and commercial Surveying services on development, property, construction and facilities maintenance related projects all in accordance with accepted professional standards and practice.
- Preparation of tender and contract documents for major construction, development, refurbishment, repair and / or maintenance contracts; including appropriate quantities and price schedules in accordance with good industry practice, contract particulars, site and service specifics, specifications and drawings as appropriate.
- Ensuring the evaluation of tenders and recommending acceptance of the most economically advantageous tender or tenders.
Levels of experience required
- Proven project management experience in a construction / property management function in a multidisciplinary organisation.
- Proven practical pre and post contract quantity surveying experience of working in professional construction / building / property environment
- Proven knowledge and understanding of construction and property legal and contractual matters and in particular a detailed working knowledge of standard forms of building contract
- Proven knowledge and understanding of property management, construction, repairs and maintenance and relevant legislation
- Experience of Term Contracts (JCT MTC 2016) and National Federation Schedule of Rates would be beneficial
- Knowledge of Framewok provisions and call off procedures and experience within a Local Authority environment would be beneficial.
Qualifications:
- A level 5 or equivalent qualification in the Built Environment, Surveying / Construction or Financial / Commercial Management related field and / or proven extensive experience as a Quantity Surveyor
