London Borough of Hammersmith and Fulham - Head of Service for Complex Care
Salary: £659.72 per day (Umbrella)
Full-Time (37 hours)
Contract: 16 Weeks – Possibly Beyond
  
ROLE DESCRIPTION
  
This is a high-profile senior leadership role and will be responsible for delivering key transformational changes in the area of Complex Care, embedded in our Adult Social Care Improvement Plan.
  
The role will provide leadership to the Adult Social Care Complex Care service, specifically for Older Adult and Adults with physical disabilities to ensure that people receiving care and support receive timely, high quality and safe interventions that build on individuals strengths, maximise independence and supports their wellbeing. 
  
The role will deliver professional leadership to the service and will ensure that our practice and approach comply with statutory frameworks including the Care Act 2014, the Mental Capacity Act 2005, and the Mental Health Act, and associated guidance. 
  
The role will create an environment of collaboration and engagement with our internal teams and our key external partners and communities to develop asset based approached to improve outcomes for people and place.
  
The role will work across the geographical area of Hammersmith and Fulham and be willing and able to work flexibly, supported with mobile, IT equipment and hot-desking facilities in the borough.
  
ABOUT THE ROLE
  
You will need to:
  
  • Lead and deliver on the key objectives outlined in the Transformation and Improvement Plan that relate to the Complex Care teams in Adult Social Care.
  • Ensure robust financial management of the team’s staffing and care budget, ensuring appropriate authorisations are adhered to, and that services provide value for money.
  • Be responsible for the overall performance of the complex operational social work teams and ensuring managers and staff deliver against key performance indicators.
  • Lead on the professional development of social workers, ensuring that staff recruitment and retention are effective and appropriate for students, social workers and social work managers to attract, develop and retain the workforce.
  • Lead the practice that recognises the strengths of individuals and our communities, ensuring the person requiring support is at the centre of all decision-making.
  • Lead on the development of policy/guidance for adult social care from an operational and/or strategic perspective
  • Work with the DASS, Assistant Directors, Heads of Service, Principle Social Worker for Adults and Lead Member, giving professional advice on complex problems, ensuring they are well briefed on emerging national and local social work issues.
  • Lead on learnings from best practice to be shared across the service and partner agencies
  • Advise the AD/ DASS on complex safeguarding cases, ensuring statutory responsibilities are discharged effectively.
  • Attend regional and national forums, advising the organisation of developments in adult social work practice and influencing a wider agenda.
  • Work with partner organisations, to develop excellent social work practice, raising the profile of the unique contribution of social work and understanding and working across whole systems.
  • Attend and be accountable at senior management meetings as the professional lead for complex social work relating to older person’s and people with disabilities.
  • Be responsible for matrix line management of a variety of staff at varying levels as part of development work within the remit of the role.
  • Work with HR and recruitment to ensure effective workforce planning to ensure recruitment and retention of social workers.
  • To lead on effective social work supervision and reflective practice.
  • Ensure your actions and decisions align with the Council’s declaration of a climate and ecological emergency.
  
ABOUT YOU
  
Knowledge & Skills:
  
  • Recognised Social work qualification (Degree or Diploma level in Social Work)
  • Extensive post-qualifying learning, extensive evidence of CPD
  • Registered Social Worker with Social Work England
  • Significant (generally 5 years) post qualification professional experience working in a social care or community focussed multi-disciplinary setting, as qualified senior, advanced practitioner and manager
  • A relevant Management Qualification
  • Considerable experience of working in Adults and Children Social Care and Health services and supporting/leading on the commissioning of services
  • Experience of managing and supervising staff
  • Experience of developing and embedding practice frameworks, quality standards and assurance frameworks and strength-based practice.
  • Experience of CQC Assurance preparation
  • Proactively develop governance to enable effective delivery against operational objectives
  • Experience of developing standing operating policies and procedures and service transformation
  • Experience of robust financial management of care budgets
  • Lead and embed a culture of performance management at every level of the service, underpinned by robust quality assurance structure and the development of modern performance management tools and analysis
  • Have excellent negotiation skills and the need to find solutions where there are many conflicting factors.
  • Extensive knowledge of relevant legislation and experience of applying in complex settings
  • Ability to communicate both orally and in writing to a wide range of audiences
  • Experience of communicating with compassion and authority in challenging situations and with resistant individuals, and proven ability to effectively engage with people in complex situations both short-term and building relationships over time.
  • Able to work independently, manage own time and prioritise work
  • Ability to offer expert advice and guidance to staff and managers, and to other professionals and organisations.
  • Extensive knowledge of adult safeguarding practice, legislation, research and experience of applying in complex settings
  • Detailed knowledge of the qualification and competency frameworks of social work professionals
  • Ability to communicate both orally and in writing to a wide range of audiences
  • Ability to influence and negotiate with a range of stakeholders
  • Ability to understand and work with whole system change
  • Ability to challenge and influence at all levels
  • Digitally capable, supporting social work to utilise these skills effectively to support residents and carers
  • Experience of providing professional reflective supervision.
